Ms. Rollins joined USAID in 1987 as a Project Development Officer in Jamaica after working as a senior Program Officer at the Africa-America Institute, organizing short-term professional development programs for African leaders.
Ms. Rollins was acting Deputy Director at USAID/Nigeria for more than a year and Deputy Director in South Africa from August 2004 through June 2007 providing leadership to USAID’s largest program in sub-Saharan Africa. She closely directed the development component of U.S. foreign policy to South Africa focused on local government service delivery, economic growth, peace and security and HIV/AIDS.
Prior to joining USAID, she also worked as a Legislative Assistant for two members of the U.S. Congress, and for a Nigerian trading company associated with aviation equipment, medical and laboratory supply, rural electrification and construction.
Ms. Rollins earned a Masters Degree of International Public Policy at the Johns Hopkins University School of Advanced International Studies (SAIS), majoring in International Economics and Finance. She achieved a Bachelors of Arts Degree in Economics at Howard University and also attended Wayne State University College of Pharmacy for four years.
